The Portugal´s president is against a left government

Aníbal Cavaco Silva (the Portugal´s head of state) belongs to a right-wing party and he is against forming a left government. 

When elections were held in Portugal "CDS" party (Cavaco´s party) wons, but the left-wing parties obtained more seats. 
The president order to form a right-wing government instead forming a government with the left-wing parties.
 11 days after a motion of censure is made and they order to the government to resign.
 Now the president have to try to remake the government with the left-wing parties but he is against that. So what will he do?

In my opinion he should admit that the Portuguese population want a change and he have to recognize the left parties have win now. There will be more opportunities.
